On-Scene Coordinator Training (OSC) | Advanced
Designed to teach participants how to perform the role of an OSC in a search and rescue (SAR) situation. It meets the recommended requirements of the IMO Model Course 3.15 and the IAMSAR Manual Vol. III.
The course emphasizes the importance of situational awareness, teamwork, and communication on the bridge, and how crucial human resources are in time-sensitive missions. The course includes theoretical modules and various scenarios to ensure a well-rounded learning experience.
On-Scene Coordinator Training (Advanced Course)
The course content of the On-Scene Coordinator (OSC) Advanced course corresponds with the recommended requirements of the IMO Model Course 3.15 and the IAMSAR Manual Vol. III.
It aims to teach participants how to perform the function of an OSC in a SAR situation. The OSC Advanced course aims to encourage and form situational awareness to the necessity of team work and communication on the bridge. This may be the support the OSC needs either from other participating units/ facilities, or from within their own team on the bridge.
This human resource is crucial in time sensitive missions and will be focused on during this course. To ensure a well-rounded learning experience, various types of scenarios have been created to cement the theoretical modules of this course.
Recommended Entry Standards
Completed OSC Basic Course (not older than 5 Years)
Basics of OOW according to STCW Code or comparable
Knowledge of GMDSS (SRC/LRC or GOC)
Basic knowledge of ECDIS/Radar/ARPA
Aim & Audience of the OSC Advanced Course
CONSOLIDATION OF BASICS
The course shortly reviews and consolidates the content of the OSC Basic Course. This ensures that knowledge previously attained is refreshed, as the content of the OSC Advanced Course is designed to build on the foundation of the On-Scene Coordinator Basic Course. The standards, reflect the requirements of all the relevant IMO international conventions and the provisions of other instruments as indicated in the model course 3.15 on scene coordinator.
LEADERSHIP QUALITIES
It is the aim of this course to encourage the capability of the participants to act as a leader within a SAR mission. It furthermore provides knowledge and skills for quick decision making capabilities, for the role of the OSC (On-Scene Coordinator), as defined in IAMSAR Vol. III.
TEAMWORK & COMMUNICATION
For persons assisting the OSC in fulfilling their role as OSC on the bridge, as well as all persons who may be designated to perform the duties and responsibilities of a OSC, applies the rule „Dream teams are built, not born!“
Focusing on matters of proper communication within complex scenarios, as described in the IMO Model Course 3.15, to build up professionalism as a prospective OSC on a dedicated SAR unit or facility.
TARGET GROUP
This course is aimed at persons who have already completed the OSC Basic course.
It is designed for masters, navigational or deck officers, of sea-going vessels either merchant or military, as well as maritime professionals such as Pilots, Navy, Coast Guards, water police, federal police, customs, VTS personell and rescue coordination centers (fire/ambulance services).

Course Content | Training Modules
Module 01 -
Review of the basics from the OSC Basic Course
Short review of the topics which were covered in the OSC Basic course. This module will refresh the basic terminology, legal compliance and search patters previously learned.
Module 02 -
Team work on the OSC Platform
Discusses different strategies for effective team work in highly demanding situations, such as performing the role of the OSC in a search and rescue mission. Introduces SAR Crew Resource Management (CRM).
Module 03 -
Team work with partners involved
The OSC is dependent on execution of the distributed tasks and therefore the work of other units and facilities partaking in the search. In order to coordinate these facilities, techniques for effective communication will be discussed.
Module 04 -
Problems for an OSC arising from complex SAR missions
This module discusses what challenges the OSC will be confronted with during complex SAR missions. Balancing incoming and outgoing information is crucial for a successful complex SAR Mission.
Module 05 -
Coping with such challenges
Several coping mechanisms for such complex SAR missions will be discussed in order to give the OSC proper tools to handle such situations successfully.
Module 06 -
Communication
Communication is a key factor when performing the OSC Role. Establishing and using communication plans as well as communication techniques for effortless communication between units, facilities, helicopters, and JRCC, ARCC or MRCCs.
Module 07 -
Command and Control
The OODA Loop is a highly effective decision-making model for command and control in dynamic situations. It provides a framework for rapidly processing information and responding to changing circumstances, enabling leaders to make quick and effective decisions.
Module 08 -
Training and consolidation
Participants will be able to apply the previous modules as an OSC within a fictitious but realistic SAR scenario and competently adapt search and rescue action plans according to given local conditions.
Juliana, Your OSC Instructor
Juliana Schmidt-Theurer is a highly experienced and qualified professional in the maritime industry.
With a diploma in Engineering with a qualification for Maritime Transport (Nautical Studies) from Hochschule Bremen, she has extensive knowledge and hands-on experience in the field.
Juliana has worked on various ships, including Hapag Lloyd cruises, and has explored unique regions such as the North-East Passage, North-West Passage, South Pacific and the Amazon.
From 2017 until 2022 Juliana Schmidt-Theurer worked in the Maritime Rescue Coordination Center (MRCC Bremen/DGzRS). Whilst working as a trainer (according to AEVO) at the Simulator Center of the Sea Rescue Academy of the DGzRS, she concentrated on the development and implementation of courses such as OSC Basic, Advanced & Refresher.
In 2022, Juliana embarked on a completely new chapter. She founded visiomare, her own venture, channeling her passion and expertise into the maritime world as a full time self-employed professional.

The course will be offered in a classroom setting for the theory part. Exercises in order to cement the theory will take place in a ship simulator with various scenarios which will gradually increase in difficulty over the length of the course.

The OSC Advanced course stretches over a total of 3 days. During which theoretical and practical exercises in a ship simulator will alternate.
On completion of the OSC Advanced course, the participants will receive a certificate of attendance.
The course is limited to a maximum of 9 participants per course. This allows for individualized attention and personalized training from the instructor, leading to a more effective learning experience and better understanding of search and rescue techniques. Thus ensures that the participants leave the course better prepared and confident in their abilities to respond in a search and rescue situation.
